It looks like it's time for some clues:

1) It is smaller than an automobile and larger than a dish drying rack.
2) It is used and then stored outside, very rarely inside.

Sorry, but not a basket used in washing / drying clothes..

More hints:

1) In the US, and probably in much of the world many/most households have 2 or 3 of these, in different colors.
2) In most of the US and probably much of the world, these things come with wheels - usually 2 wheels.

Yes, it's a garbage bin, one of three color-coded ones used in my city: blue for recyclables, green for gardening/yard stuff, and brown for general trash.

WoW! Good one Dave, I would like to see a wide shot of it. I cannot figure out the spikes that look like dishes.

Thanks Rich. The "spikes are (I assume) there to reinforce the walls of the bibs to prevent them from splitting or cracking. I'll try to remember to get and post some photos of the entire bin when I move the bins to the street for tomorrow's trash pickup.

Here's a shot showing two of the trash bins in their entirety...

   

I took the shot Thursday but since then have been troubled by a very sore back, and sitting in front of the computer to crop & edit the photo was out of the question until this morning.
