It is Lead for a mechanical pencil. The first photo shows the lead with the top of the container

For no logical reason I thought it has something to do with food prep.
So my first (and probably wrong) guess is that it's something to crimp the edges of dough before baking.

roll out dough, put filling scoops on top, put another dough on top, press this gadget over each scoop of filling, ta da......ravioli!!
